Optimizing Projects Via the Value Methodology

In the built environment, public agencies are contending with heightened inflationary challenges—along with constrained funding.  BCI facilitates SAVE International’s Value Methodology (VM) used to optimize projects and processes.   


A federally Certified Small Business Enterprise (SBE), 100% Woman-Owned Since 2007.  As of January 16, 2026, BCI was successfully reevaluated as a federal Disadvantaged Business Enterprise (DBE) and continues as a state Women Business Enterprise (WBE).


After nearly two decades of serving public agencies, BCI will likely cease operations by the end of 2026, due to federal government actions.  Please see July 2026 Industry Upheaval in the Public Agency Requirements for Value Engineering section below for details.

Public Agency Requirements for Value Engineering

July 2026 Industry Upheaval

Despite federal laws and regulations in place for decades requiring use of Value Engineering on construction projects, on July 1, 2026, the U.S. Army Corps of Engineers (USACE) arbitrarily dissolved its Value Program, which had been in place since 1964.  The program had saved an estimated $125 billion in today's dollars and was a key check-and-balance for the federal government.

The impact to the value improvement industry is profound, as USACE represents at least 40% of its workload.  This will shutter the doors of many private firms that have served the government for decades.  It is especially impactful to firms such as BCI, which serves as a subconsultant on many contracts.  Prime consultant firms must focus on preserving their own businesses—if possible—and retaining as many of their employees as can be sustained.
